中國自1997年開始，便在人權議題上與歐盟有所接觸合作。2001-2003年，歐盟與中國外交部合作，展開了一個叫做"EU-China Human Rights Network"的計畫，希望在兩年內與中國學術單位合作交流，輸出人權知識經驗，好讓中國加速批准<公民政治權利國際公約(ICCPR)>，並切實落實兩公約。

EU-China Human Rights Network的全稱為 "EU-China Network for the Ratification and Implementation of the UN Human Rights Covenants" (歐盟-中國推動批准與施行聯合國兩公約網絡)，計畫中包含講座、研究、資料翻譯、雙方交換實習生等等。本計畫由15所歐盟會員國內的大學、與15所由中國社會科學院所推薦的中國大學，共同執行合作。這些大學名單如下:
