#1 公約監督機制 (Treaty-based bodies)

聯合國人權公約中，有設立監督委員會(committee)的公約共有九個，其中「保護所有人免遭強迫失蹤國際公約」尚未正式生效以外，其餘皆已設有監督委員會，如下:

公約/委員會/遞交報告義務

1. 公民與政治權利國際公約(International Covenant on Civil and Political Rights, ICCPR)/人權委員會(Human Rights Committee,HRC)/ 每4年一次 
2. 經濟社會文化權利國際公約(International Covenant on Economic, Social and Cultural Rights, ICESCR)/經濟社會文化權利委員會(Committee on Economic, Social and Cultural Rights, CRSCR)/ 每5年一次
3. 消除一切形式種族歧視公約(International Convention on the Elimination of All Forms of Racial Discrimination, ICERD)/消除一切種族歧視委員會(Committee on the Elimination of Racial Discrimination, CERD)/每2年一次
4. 消除對婦女一切形式歧視公約(Convention on the Elimination of All Forms of Discrimination against Women, CEDAW)/消除對婦女一切形式歧視委員會(Committee on Elimination of
   Discrimination against Women, CEDAW)/ 每4年一次
5. 禁止酷刑公約(Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, CAT)/禁止酷刑委員會(Committee against Torture, CAT)/每4年一次
6. 兒童權利公約(Convention on the Rights of the Child, CRC)/ 兒童權利委員會( Committee on the Rights of the Child, CRC)/每5年一次
7. 保護所有遷徙工人及其家庭成員權利國際公約(International Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families, ICRMW)/遷徙工人委員會*(Committee on Migrant Workers, CMM)/每5年一次
8. 身心障礙者權利公約**(Convention on the Rights of Persons with Disabilities, CRPD)/身心障礙者權利委員會(Committee on the Rights of Persons with Disabilities, CCPR)/每5年一次
9. 保護所有人免遭强迫失踪國際公約(International Convention for the Protection of All Persons from Enforced Disappearance)/尚未設立/每5年一次

這些委員會會透過以下的方式，監督締約國履行各項公約，包括：締約國必須定期遞交報告，而委員會則召開會期檢視這些報告；對締約國進行觀察與提出建議並要求該國對建議提出回應報告；接受個人申訴；提出對公約的一般性評議(general comments)來補充解釋公約的精神…等等。
