民間報告如影隨形 國際人權審查見真章
Civil Society Reports Allow International Review to be Comprehensive
《2011台灣人權報告:兩公約民間社團影子報告》公布記者會
一個月前(4月20日),馬政府公布兩公約國家人權報告,當天下午,由40多個民間社團所組成的「兩公約施行監督聯盟」隨即召開回應官方報告的記者會,政府花了很大的功夫進行人權化妝,對許多人權侵犯、忽略之事實,仍然企圖淡化和迴避。當天記者會上,更有來自各領域NGO的12位民間代表,一一舉例揭穿國家人權報告內容的不實與謊言。兩公約施行監督聯盟當時承諾,於一個月後(5月20日)公佈首批民間社團撰寫的兩公約影子報告,以正式文書的方式,更仔細地回應與批評不及格的國家人權報告。
台灣人權促進會與兩公約施行監督聯盟於今日(5月20日)正式將兩公約影子報告全文公佈上網,期盼社會各界能共同檢視當前台灣所面臨的各項人權侵害,其實並不可官方報告那樣可以輕描淡寫,幾乎兩公約所規範的實體權利清單,樣樣都出了問題。聯盟也將於5月22日上午召開記者會為大家導讀民間影子報告、批評國家人權報告的制度性問題,並提出官方與民間的雙方報告如何可以不再各說各話的國際審查機制。

Taiwan Human Rights Report 2011:
Shadow Reports on ICCPR and ICESR from NGOs
Public Launch and Press Conference
One month ago (on 20 April), the Ma Administration published Taiwan’s first National Human Rights Report based on the International Covenant on Civil and Political Rights (ICCPR) and International Covenant on Economic and Social Rights (ICESCR), which were ratified by the government at the end of 2009. The publication of this report is in fulfillment of the “implementation law” enacted at the time of ratification, which, inter alia, mandated that reports on the progress of implementation be prepared within two years.
On the same day as the publication, the Covenants Watch, an alliance of over 40 Taiwanese NGOs, held a press conference to call attention to the great efforts made by the government to whitewash Taiwan’s human rights conditions. The national report minimizes or avoids many types of rights violations or neglect. Twelve representatives from various member organizations raised specific examples of false statements in the national report. Covenants Watch promised that within one month, it would produce the first civil society “shadow report,” which would formally and comprehensively rebut and correct the various inadequacies of the National Report,
On 20 May, the Taiwan Association for Human Rights and Covenants Watch published the full text of the Shadow Report, in the hope and expectation that all sectors of society can collectively scrutinize the current state of human rights conditions in Taiwan. In fact, there are so many various ways Taiwan still fails to live up to the international standards enshrined in the two Covenants that we can say that there is almost no article in either of the two Covenants that is not violated in some way. On 22 May, Covenants Watch is holding a press conference to raise awareness about the Shadow Report, highlight some of the systemic issues with the National Report, and to call for an international review process that can enable constructive dialogue on the way ahead for future reforms.
The full text of the Shadow Report is available at http://ppt.cc/@A!G . For now, it is only available in the original Chinese; however, an English translation is being prepared and will be made public in the future.
